Rinse the rice in a fine-mesh strainer until the water runs clear.
In a medium saucepan, combine the rinsed rice, water, 2 tablespoons of butter, and salt.
Bring the mixture to a boil over high heat.
Once boiling, reduce the heat to low, cover the pan with a tight-fitting lid, and simmer for 18 minutes.
After 18 minutes, remove the pan from heat and let it sit, covered, for an additional 5 minutes.
Fluff the rice with a fork and stir in the remaining 1 tablespoon of butter and black pepper.
